Guild Create Gone!

I can't find the Guild Create verb! Or the Guild tab! Can someone help me with this bug?

It's not a bug. To have a guild tab you must be in a guild or have just left one. Also you don't get a create guild verb, unless you have just left a guild,you have to use a guild petition to make a guild.
